Fat? Im 6'3'' or less and weigh 180 lbs. 1 yr, ago it was 250, Some loose skin and chubby. How do I tone up ?

I need help. I went on a diet and lost over 60 pounds. So i have a little bit of loose skin. Im mostly worried about waste up. You can see my ribs but i have a chubby stomach and man boobs from being so fat. And a little bit of fat on sides (love handles). I started my diet again which is trying to stick to water and eat whole grains, fish, chicken, veggies, and fruits. I just want to look good for once in my life. And i cant run because its to damn cold and last time it was to harsh on my body. Please help with ideas.
